I don't think the exporter would do this, but that's just my intuition. Who knows what Ashley has cooked up.
bscarl88, did you move the whole exported folder? There should have been various files in it important to Awesomium's operation - the .exe has to run from inside that folder.
Did you try giving the player (or the family of submersibles) the effect, then dynamically changing a parameter whenever it's over the water?

bscarl88, Awesomium becomes essentially part of your game - if they install your game, they are also installing the Awesomium wrapper.
I think the non-free version has this feature.

Mulkaccino, that's all well and good for additive color mixing. Real-life liquids and paints use subtractive color mixing, which is a different beast altogether.
