The problem may lie in the fact that some of the shapes are symmetrical - i.e. there is more than one angle it can be at where it can actually fit in the hole.
Unfortunately, your capx is a bit complex for someone to look at and quickly find the solution. If you could create a new project which includes just this one issue, we'd be able to assist much more effectively.
I believe the effect you are after is 'set RGB'.
(Not sure it's called exactly that, but it's something along those lines)

Another thing: If the outline is applied to a layer, changing the outline color will change the color of everything else in the layout.
Take a look at the example, the background is actually blue.

Is there any way to fix it so the outline doesn't scale with the layer scale?
Oh, it doesn't apply beyond the object's quad. I think that's why it didn't work for me.
Is there any chance that this could work applied to a layer (i.e. all objects in the layer get the outline)? When I try it, it just outlines the whole layer.
Yeah, it needs to exist on some layout so it has a default value to draw from.
