Seems like the audio action "set silent" is really the only option. But what if I want to set silent music and sound effects separately?
When I use the mute action, it only mutes audio that is currently playing, not any new sounds that play afterward.

Ashley you are right. Few days ago I install new graphics driver (Geforce GTX 770) and the anomaly disappeared.

Observed Result
If you click on an object that is below a different object, both objects change their position. (If you click on the top object, everything works fine. )

Only object on which you clicked should change its position

My graphics driver is actual. I tried to install stable r206, but no change.
Also tried it on another 2 PCs with newest graphics drivers:
(win7-32bit) - works fine, no problem
(win8.1-64bit) - same problem as on my PC

Objects' behavior in the editor on layer 0 with 0 paralax is weird.
The issue appeared while working with Construct 2, there was no particular reason.

The objects on layer 0 should appear in the same place as on the other layers
