do this:
score%100 = 0 / add 10 to health
the % symbol after Score its the mod function, wich gives you the remaining of a division. So 100/100=1 no remaining so it will add 10 to health. 200/100=2 no remaining, the same happens.

No! You cant change the windows size at runtime.
Make a new layer, put the hud obejects there, make that layer the top one ans set its parallax to 0,0. This way it will follow smoothly and you dont need extra events.
Sine with size movement doesnt work in text the way you want. It will make the text box bigger but the text inside it will keep the same size. Instead of using a text object, use another sprite representing the text. Like: Go to paint. Write the text you want, save the image and import it to Contruct.

Ouch, you are using r141 and i'm using r139. I cant open the capx, and for some reason when I tell Steam to update my C2 to the latest beta, C2 stops working. :(

Only way I know to have particles that can test for collision is making your own particles instead of using the C2 plugin. So, is the same to have a regular projectile.
Regarding the second question I dont think I understand what you are trying to do. Maybe I need some sleep...
