What do you mean by "operational"? Are you talking about the conditional expression? That is compiled to a JavaScript conditional expression, but the test is mainly bottlenecked on drawing and rotating instances, so it's not really a suitable test for measuring event performance.

That affects the runtime. Locking only makes sense for the editor, because that's where you select objects.

I can't see anything wrong in Chrome on Windows here, I can smoothly resize the window wider through a range of sizes and it always appears to be fine. You can file an issue on the bug tracker if you have website issues, but we'll need to know your exact browser/OS details, exactly what you're seeing, etc.: github.com/Scirra/Construct-3-bugs/issues
