A flash runtime would run using normal bitmaps, and not vectors, but this still would be very fast considering flash has begun adopting hardware acceleration. There's no logical problem to making a runtime with it, other than time.

Possibly better called 'fileresource', as there are several types of resources.
The whole persist system is not yet complete, there's a lot to add to make it even more useful, such as zoom, selected layer, etc.

Definitely a good idea for Construct 2.0, given Adobe are porting Flash to mobile phones.
I think dedicated actions make it a bit easier and have the advantage of being able to pick the resource. Submit it to the feature tracker.
Yeah, the memory offsetting would break things.
No you can't, and the saving is literally a few bytes anyway, so it wouldn't be worth it.
