I've been fiddling with Construct for awhile and I just now came across this question:

Can construct export the game as a SWF file?

Construct currently only supports DirectX 9 games for Windows, but we're looking to expand that in future.

Definitely a good idea for Construct 2.0, given Adobe are porting Flash to mobile phones.

however .swf is frame based as far as I know.

of course that's only for animation. If everything's actionscript'd I guess you could do away with that.

A flash runtime would run using normal bitmaps, and not vectors, but this still would be very fast considering flash has begun adopting hardware acceleration. There's no logical problem to making a runtime with it, other than time.
