You should use that google search engine and search "Free webhosts" in your region.

Also depending on what type of website (home page ? blog ? forum ? community/social site) you may already have specific tools going along google account (blogger, groups...).

Now, for sites I like Cabanova, its flash based, D&D, very easy and fun to use.

But if something flash based isn't your thing, take a look at the list of alternatives. (This is also a great site to look at alternatives for software)

You could also try Webs, but I quickly migrated from there after it glitched up big time.

If you have never made a website, a blog is the way to go. I recommend you Blogger or Tumblr. Tumblr has really good themes.
