That's a vid of my rpg. While made with construct classic, every part of it could be made in c2 as well.

Yep as long as it's a 2D game, but will requiring you more efforts than what rpg maker had offered you, for example the dialogue events, inventory, attributes storage and npc database etc.. need start from scratch with C2, if you have a rich knowledge with java script you might shortcut the efforts with some plugins that might helping you with rpg genre within C2.

You definitely can. Though you will not have all the RPG related features of RPG Maker, you'll have to make most of it manually. But it shouldn't really be too much trouble once you get the hand of it. C2 is versatile.
