Is this just basically Asteroids?

What does the browser console say?
Have you ran your program in debug? Is there a cascade on number of objects being created?
Many reasons this could happen, but without providing a .capx or a link to the exported project, it will be difficult to offer meaningful help.
Best to start with is one of the platform tutorials.
I would recommend the following, as the one from Ashley requires that you have purchased a license and got the graphic bundle that comes with purchasing:

There's a response here (https://www.scirra.com/forum/arrays-not-downloading-as-json-files-in-ie11_p840295?#p840295) from Ashley that says IE11 doesn't support invoke download, but not certain if this is still relevant.
Should be easy for you to knock up a quick prototype to test, however.

Just tried and IE11 wouldn't invoke a download for me. Tested using the file provided by blackhornet here: https://www.scirra.com/forum/how-do-i-do-a-screen-capture_p868102?#p868102.
Before purchasing, just download the free version and try to create a simple prototype.
If you get stuck, ask the helpful users of this forum.
If it turns out it isn't quite appropriate, then all you have wasted is a little time.

I would suggest you read the manual first, specifically this: https://www.scirra.com/manual/171/tilemap-bar, then look at the built-in examples that include a tilemap example.
It really is as easy as using Tiled to create, export as .tmx and import into Tilmap object.
Have you tried 'Preferences / Reset Dialogs'?
