Yes, current standard is to set an object via an action if it is to be used by other actions/conditions/expressions. I wouldn't advise an object name parameter except for very specific uses.

Can be done via the SDK; there's code on the CodeProject.com if anyone's interested; wouldn't imagine it'd be amazingly hard.
Graphics cards don't resample images that aren't power of two. They just create a texture in VRAM of the next biggest power of two size and copy it into it. Shouldn't be any slowdown.
Importing an SWF is pretty much out the programming capacity of anyone who has not significantly worked with decompiling them before, programatically, or someone who isn't an Adobe employee.
