You're right, the code was defaulting it to an integer, it's been fixed for the next build.
The rotate behavior's speed is a float, so you should be able to give it a decimal value.

It is a nice idea, but as you hinted at, it's very low on our priorities.
It's very possible though that after 1.0 there'll be plugin developers on the scene who may take up the challenge.
I'd just like to note that the File object has been renamed the 'File System' object in the next build, and the I/O actions/expressions removed.
To work directly with files, you should use the Binary object or Text Manipulator, depending on your needs.
"GetDayOfWeek" should do fine for the first query.
I also added a new 'Set to current time', which fixes your second query.
However, you may wish to have an 'every 20 ticks' or so instead of Always, to lower cpu usage.
