They had an OUYA at the booth running a cocoonJS game, but they said they haven't yet implemented microtransactions.

Not really sure why you PM'd me about this, but no I don't know how to integrate IAP purchase into OUYA. FWIW, Starting next month, OUYA will no longer require games be FREE to download with an IAP option. You can just sell your game like any other platform.
