I have opened a couple of projects to test if I can change the animation speeds for my sprites and I cannot change them at all. I made sure my keyboard was functioning properly as well.

Same problem, in edit image screen, animations section , we can't change animation speed, repeat count and repeat to.

Yes, in the begining i thought i've done something wrong, after reinstall the R97, i can change the animation speed, and it's the bug in r98, hope it's fix soon.

Oops, looks like a weird issue introduced in r98, will try to get fixed for next build.

Just wanted to know if others are still having the problem, or just me because I'm messing around with animations for the first time :)

The manual covers the image & animation editor, so I'd have a look there if I were you.
