Your host can provide messages to all peers - scirra.com/manual/174/multiplayer.
Use those messages (the broadcast for example) as a way to send this type of information (what animation to display for the instance of a set Multiplayer Peer ID).
You will likely have to use some sort of external API/Service to do this conversion.
I must admit I do not know one at this time, but an online search will probably provide good results and informations on the subject.
I think Ashley posted in the blogs about it when presenting the new runtime.

You can modify the type of the "splash" (loading) screen in the project's properties if you own a proper plan for C3.
Moreover with C3 runtime you can have loading screens in between layouts of your game if you want.
Add the common condition "Pick by nearest"
You need to make sure the layer it is used on has its property "Force own texture" set to true.
