1) you have to specify what you are using to export ? android ? crosswalk android ?

2) specify what CLI version you use too ? it is important ... because there is small trick

Sorry for my late reply.

I download the .capx you post and export to html5 with c2(r216) , then it worked perfectly with a loading screen on mobile device(i6plus, iOS 9).

Notice: you should export to HTML5 website not Cordova.
