As far as I am aware, all collisions take place on a Layout basis and all Layers are part of the Layout, so what you expect to happen doesn't seem possible.
Just because a Layer is in the foreground or background doesn't mean it won't collide with other objects.
Are you sure you are using r172?
Are you sure you are selecting 'Export to Scirra Arcade' option?
If yes to above, try to exporting without minify. Does it work then?

Anyone who is serious about developing would think nothing of spending £80 on a possible tool that has the potential of earning you up to £5000 before needing to upgrade to a pro license.
If it doesn't end up fitting the bill, for whatever reason, it is still one of the fastest tools around for prototyping ideas.

I wonder if Lunatrap is using the auto... features, and if so, considering the regularity of crashing, disabling would be a useful thing to try.
I've never encountered a crash, ever, and I've also never made use of the autosave or autobackup feature. I always save before preview anyway.

Yes. I even set timescale to 0.25 so it has more time to see the result and it works every time.
I amended your .capx to test for all 3 conditions, and to set a text box if all 3 keys are registered. Works every time for me.
