People can edit resources anyway, it's something which game developers have to accept when distributing games. It's up to the end user if they want to change a game, either graphics or sound, their loss of the artwork if so!

It wouldn't use less VRAM, images are decompressed when they're transferred to VRAM.
It sounds like something that's pretty hard to do, though obviously useful.
Something to note is that most animations can be accomplished in just 2-4 frames, due to tweening, so complex animations would be fairly rare.

I think it does, all controls should move/show/hide every frame depending on their layer setting, and I don't think all of them do.
Indeed V-Ram controls in particular are of vital importance to large scale projects, as are object folders.
