But how construct plugins work? Can I still simply use the build in export features and build a signed / unsigned apk inside construct3?
Or do I have to use tools like Phone Gap or Intel XDK as soon as a plugin is used?

Hello. That depends, if you are using the Mobile Master Collection, which are plugins for Cordova Native features, there are a few advanced plugins that require additional parameters where you need to edit the configuration, which is documented. But you can re-upload the .zip to the Construct 3 Build Service. Or if you love Phonegap, like me, you can upload the .zip to Phonegap instead of the C3 Build Service.
An exception is the Mobile Facebook, where it has features not currently compatible with the C3 Build Service.
Fortunately, Nepeo from the Construct Team already made improvements and according to him, he will document it soon for the public SDK. When it releases, you can then choose to have the .zip edited on the C3 Editor directly.

But most addons from the Mobile Master Collection, which aren't that advanced, can be built directly on the Construct 3 Build Service without editing.
If you are using the other Sub-Collections from the Construct Master Collection, like the PlayFab Master Collection, Game Master Collection, etc.. Then, no further build configurations are required for all of the addons, since they aren't built dependent on Cordova.
