I did some tests and it really doesn't work, but I successfully exported using Chrome on mobile, have you tried this?
I believe it is a Construct 3 incompatibility issue with some browser versions
Develop games in your browser. Powerful, performant & highly capable.
I never use the Construct 3 build service but after seeing this thread I tested it and it didn't work for me.
