Start by writing down every rule. Every step no matter how miniscule.
Its doable, but it's not going to be real easy.
Somethings can be done via events, others will need jscript.

You pretty much have to learn Javascript at some point. The plug-in sdk has you covered for all those worries.
Its a 2d engine, thats the only limitation.
It would be nice if it worked like scrollx, and scrolly.

The troll in me says go for it, but it's just way too much of a commitment for any one person, and there's still no "now" in the equation.
There is a C3 in there, somewhere.
Mostly because you would not want all units to occupy the same coordinates.
Its a great system, it does require a good bit of understanding and forethought. Enough to make it feel somewhat unfinished.
There are other pathfinders I might add.
I just don't think its worth it. Cocoon does essentially the same thing for mobile, and Windows 10 gives us desktop support, not to mention the possibilities on Xbox.
I have yet to see any benefit from using Unity.
