Unless you are rounding coordinates the likelihood of getting the same exact xy's is very low.

1 to 2 fps means you made a few wrong assumptions about what is viable, so looping over a grid is not your biggest issue.
You can get the runtime to do all kinds of things with Tile Maps, especially when combined with third party apps. Things you either can't do, or can't do easily in Tiled.
We can export the json. It shouldn't only be useful for runtimes.

Do Dropbox, and Gdrive allow apps access to just view files?
My understanding is that they generally only allow downloading via the filesystem of public files.
I mean allowing an app access to a file not owned by the user.
Unless there's some file transfer api that can be used.

Something like an event sheet include as an edit time import makes the most sense.
Layout information would be secondary, especially since all that(instantiating?) information could be in the event sheet itself, just so long a the plugs are available to the editor.
The trick would be making sure plugs are set up to allow that. Any plug that only allowed layout editing wouldn't work.
