How do I trigger action when user scrolls to bottom of text input? ?

Hi people,

I have a text input (not text box) which is deliberately small on the layout screen. This is because there's a fair bit of text to read and not too much space.

The text input is read only and has CSs styling. Is there a way to trigger an action once the user scrolls all the way to the bottom of the text input (having read all the text)?

For example, a lot of banks now require you to read their terms and conditions before you can click 'apply' and 'apply' only appears when you've scrolled to the bottom.
