C2 to develop games, then will I still have to
buy

the Developer's Console for the android play store to upload my games on the play store?? If it IS like that then I surely am not buying C2!

You will need to buy both, but Google only charge a one time fee of $25 so that seems acceptable...

$99 is too much for Apple developer account/year and if you do not have US,CAD, or AUS tax number you can not sell apps on apple store.
