How do I Scroll The Layout Using Finger?

Something like in Angrybirds where you can swipe the layout of game to see the right side and you can swipe back to the catapult

Any idea how to create similar things?

I use this in my puzzle game Take out the condition Menu=1

Sliding makes it go a bit faster than your finger move so experiment with this.
