How do I scale size like a cartoony pop?

I want to make a menu graphic start from 0 size pop open (increase in size) to over 100% then back down to 100% to give that cartoony "pop" feel?

Do I use width and height conditions for less than 110% then somehow have it go back down to 100%?

Or, do I use sine (which looks great), but how do I have it stop abruptly at a certain size?

alternatively, maybe I just use animation frames?
