ProgramTip is never spawned, and I'm not sure why.

Its because you destroy the tooltip when the layer ProgramSpawn is not visible. Which it is not at the beginning. And you only create the "ProgramTip" in on start of layout.

As far as i can see.

Whoops! A bad case of what happens when you use one implementation then refactor and try to switch to another xD
