How do I Get a Layout to scroll?

The Layout doesnt scroll. The viewport moves in relation to the layout. Unless i misunderstood your question.

You can try the Scroll to behavior that will make the view scroll with the sprite using it.

I'll try to explain a way to make your layout scrolling. First create a simple square or object, then add bullet and scroll behavior.

Preferably put this object in another layer. Go to the event sheet and create an event with every tick.

Ex: system > Every tick > sprite > set bullet speed to 30
