Gaming Timer and Collision

I have several question

1) How do i set timer like "If 3 object will not destroy within 30 sec.Game will be end"

2)If I can destroy 3 object within 30 sec, I want to extend another 30 sec and have 2 destroy 6 objects otherwise game will be end.

3) How do I generate custom objects automatically(like when I get extra 30 sec , more object will be created)with random position.
