How do I create that amazing-looking "VAPOR" effect...?

The effect that looks like rippling heat waves coming off the road on a hot day? Do you guys know what I'm referring to?

I saw it on someone's C2 game but I swear I cannot for the life of me recall which one it was.

I'd like to incorporate it in the project I'm working on.

I don't know the specifics for the effect you describe, but its most likely an animated sprite with a shader applied.
