"Z Order" panel is empty

I have 3 objects on "Layer0" and when I look at Z layer it does not show any objects. I am trying to re-arrange them in a particular order but cannot.

I have checked two other projects and same issue. I was able to load a 4th project that had the Z Order, until I closed the view and reopened.

What am I missing?

Edit: Z Order is only empty on certain Layouts within the projects...weird. Actually only the one I need to re-order is blank...wtf?

Wait....got it....I'm not sure what happened but it is ok now...sorry

I find for the Z order panel to be populated you need to select an item in your layout. Then it shows everything overlapping that item.
