This can be partially done with 25d platformer fx ... you must set fx for all object... but not easy i think;
It's using heightmap ~like style fx ... Sure all sprites and objects are mapped.

Yes the mapping is done by the program 3DNes, so for each game they have to make a preset.
Which means going through the levels en tell the program how certain parts need to stand out.
But the "Voxel" effect looks really great!
