That affects the runtime. Locking only makes sense for the editor, because that's where you select objects.

I can't see anything wrong in Chrome on Windows here, I can smoothly resize the window wider through a range of sizes and it always appears to be fine. You can file an issue on the bug tracker if you have website issues, but we'll need to know your exact browser/OS details, exactly what you're seeing, etc.: github.com/Scirra/Construct-bugs/issues
Yes, as the blog notes, we plan to implement all the official plugins for the new C3 runtime.
Yes, third-party plugins will need to be adapted again for the new runtime. I'm afraid there's not much way around that.
Did you try r95.2? If you still have an issue with that, please file a bug!
