I don't know it would help or not but I expected my project in Construt 2 Runtime it's better than Construct 3 r250.
Smoothness level
On browser > C2 Runtime > C3 r250

I'm having the same problem too
I've two projects 2.1mb and 22mb both are working perfectly on chrome but showing Jankiness in Android APK.
