I don't think Google can give official PEGI ratings.

When we got ours, we had to apply to NICAM with supporting material, but things might have changed since then.

I believe you are sent the link once you get your PEGI rating, at least I think that is how we got it.

If you've not got your PEGI rating yet, then you probably shouldn't be using the images.

Instead of a fixed value of 0.08, do 4.8*dt which will take into account changes in framerate

Add the Browser object and use the Browser Close action

Basically, I give the control sprites and and the player sprites an Instance Variable called "Player" and when the controls are touched I pick the player sprite with the matching Instance Variable and only move that one.

1: Yes, you can, but if you understand things like variables, if then else statements, for loops and arrays, it will make things easier and allow you to make more complex games. You don't need to know those things for your first few games though.

2: Sure you can. If you do happen to need maths at some point, just ask on the forums and someone will more than likely help you out.

3: Construct 2 uses NW.js to create games that run on windows with an .exe

4: I'd suggest looking into the tutorials on here first, along with the included examples and the manual. Scirra also post on Facebook about useful videos and recently posted about this free e-book about making Construct 2 games.

5: Yes, you an make an RPG. Lot's of different types of games have been made with Construct 2 - RPGs, RTS, shmups, platformers, puzzlers, etc. Check some of them out here

Current Top 50 average about 5000 total votes from around 7500 unique views, with only a third of the votes being 'Yes' votes.

Basically, if you can get 7500 people to view your Greenlight page in a short period of time you have a good chance your game will be greenlit.

geros - If it's hosted on a website and not a compiled app, you could consider using the condition Is on mobile device with an Else and use Load image from URL to load different sets of images to save on data.
