Why do you want to?
The old Function plugin will be deprecated. This means new projects won't be able to use it, but old projects can keep using it.
I think in this case you ought to be using different function calls. Otherwise you can't know what a "call function" action does only by looking at it.
It's currently by design, so you can use them in expressions. Spaces are not valid in expression names.
It's just a temporary design, we'll be updating it soon!
You need to add functions first before they appear!
We'll deprecate them soon. We don't want to have multiple versions of the same feature.

The URL uses dashes instead of dots, so you can visit the latest stable release at the URL editor.construct.net/r142-3
Try clearing your browser cache.
It's really 142.2, the website calls it 142.3 by accident - it was mentioned in the release notes:
Note due to a quirk of the release system this release is numbered .3 instead of .2 - the editor itself will indicate it's 142.2.
Please file any bug reports at github.com/Scirra/Construct-bugs/issues otherwise they won't be investigated. We are due a stable release soon, and in the absence of any evidence of problems, we will proceed to a stable release.
These are beta releases, which as you can see on the site are marked as being less stable. If you don't want to risk extra crashes, simply stick to the stable releases. Further, even if Construct does crash, the crash dialog provides an option to recover your projects; however as with any digital work, you should always keep separate regular backups just in case.
The SDK already supported adding Cordova plugins - see the Addon SDK manual.
That screenshot shows a device that has not had its software updated for 3 years. It needs to be updated to work with modern software. Most devices do this by default. If they do not, the instructions shown on that screen will fix it.
Please report any issues to the bug tracker following all the guidelines or it can't be investigated.
