I cant check at the moment but turning on prevent rotation for the wheels/ tyres should stop the slow spin. Although i have never made a game like this i assume you need gravity set to zero in which case i am not sure how you can apply friction in a true physics sense.
Well it shouldnt do that provided you are using int or rounded numbers.
I cant imagine for one minute that Ashley would write something like this anyway as there is no benefit in doing so. I dont use Unity but i assume you can produce 2D games with it already.
Make sure Pause on Unfocus is set in the project settings.
