Do you really have any practical use for this? Consider how poor the format is compared to others. A better idea would just be more control over the loading of images in sprites, or a dynamic sprite for loading animations in.
Events and behaviors don't work that way.

The best you could do is draw one as a tiled background to your specification, set it in a top layer, and lock it.
It didn't work. You can't authorise users into a new group automatically, it'd have to be by hand. It ended up with some bots slipping through.
