Yes it's possible with CocoonJS but you need to update your CocoonJS plugin manually.

I have implemented both in my newest release of Running Rabbit on the google play store.

I have redeveloped one of my old android games using Construct2, I have released it on:

I used CocoonJS as wrapper for the android version, and the app contains Google Play services (leaderboards), Fullscreen and Banner Ads. In the HTML5 version I used Clay.IO for leadersboards and ratings.
