My question would be: For a Construct type of desktop arcade, is it better to host the games in one place, or have the game creator host their own files?

Develop games in your browser. Powerful, performant & highly capable.
Amazon's cdn isn't that bad, and with curation it shouldn't have the bandwidth of the Arcade.
That does bring up content delivery. It's possible to download games, and store them locally, but is that really needed?

Desktop ads would probably be fairly easy to implement. Ad networks are a bit shy about that though.
Payments would be much more complicated as Im not sure Nwjs could be made secure for Pci regulations.
