  For marketing/promotions, there are thousands of blogs on the internet that deal with those questions.

  I advise you to take a look at the blog "What games are" (A little search use the term "marketing" and you should have a fine list of articles to begin with) and learn about promotion and those aspects of game making.

  Take a look at the beginner's guide tutorial that will give you an idea of the workload required.

  For your first question you don't really write code (as in a coding language).

  Developping for iOS is the same as developping for a regular browser for a desktop computer, you just have to use the touch object for inputs (instead of mouse/keyboard object) and be sure your project has the correct size settings.

  Construct2 only works on PC for now (there are tips to make it run under linux and/or mac though) but still can export multi-platform projects.

  Check the various tutorials, they should answer all your questions and be sure to download C2's current version to test it out, that's the best way to answer most of your questions.

  Check the examples in the example folder of your C2 install.

  Check also the beginner's guide for C2 tutorial.

  Add a sprite object to your project (your crosshair) and a mouse object.

  Use an event "every tick" and set sprite's position to mouse.x and mouse.y.

  There is no "Set Image Offset" in C2, all those solutions worked for CC.

  Your animation is named "Blink" and you call it through "blink". Names are case sensitive. ("NaMe" is not the same as "name")

  Also add a "Animation start (from beginning)" action to have it "loop" every 3 seconds.

  In the image editor, click the shape button on the left under the origin button, and right click on the image.

  For the sprites I used I "Guess the polygon shape", since the geometrical shape is simple enough and doesn't require more than 8 points.

  Have you used the "Sprite - Play animation" action ?

  .cap format is used in Construct-Classic.

  So your answer is it can't be done.

  Strangely enough so far, people with Nvidia had a problem, people with ATI didn't. (please if someone with an ATI encounters this problem, say it fast to discard it as a possible cause).

  There wouldn't be reasons for graphic cards to have an influence on such a function, but after all this is computing, anything can happen.

  In the image editor, click the shape button (under the origin button on the left, tooltip "Set collision mask") and right click "Set to bounding box".

  You should see a blue square covering your image.
