  I found a way to play the video. I used rexrainbow's Video plugin and PhoneGap to build. My phone is 5.1.1 so I didn't choose Crosswalk, instead I used Lollipop's webview. Not sure if this is gonna work on Crosswalk builds. I'm going to test it again.

  Works fine on PhoneGap's Crosswalk build.

  I can play it on Firefox for android. If using Chrome on phone doesn't work then Crosswalk will probably won't work since they are pretty much the same thing.

  I think mobile devices only play H.264 videos. However, HTML5 prefers .WEBM and .OGV so maybe excluding those formats and use only .MP4 file might work. Desktop browser can play H.264 videos too so don't worry. You can give it a try.
