I cant seem to install the included plugins for some reason and its kinda hard to tell the actual game template with your file set up

you can use rexrainbow 's Plugin / Behavior installation tool.

Just select "Download / Install all". Make sure you run it as admin.

Does this template work with Construct 3?

It's not officially supported, however you find a C3 version included (with some feature losses in account of the C2 version, though)
