Yes, you could definitely make a QuizUp like app with Construct 2.

But there are a lot of parts hanging together in an app like QuizUp, and you would need to use more then just Construct to get it done.

Quiz Up relies on an infrastructure of backend magic and API's that makes it work the way it does.
