Explorer Drag and Drop question

Is it possible to catch Drag and Drops from outside an application?

For instance, you drag and drop a bunch of files from a Windows folder window and your app catches the names of the files dragged onto it.

Also, while I remember, is it possible to have your app window "stay on top" of other windows?

The closest thing I can think of is that linkman made a command-line plugin that allows you to open a file by dragging it onto the .exe.

Perhaps someone could make a plugin that allows for dragging into the app window?
