How to make a Tycoon Game?

Id like to make my own tycoon style game. I plan for it to be very straight forward and not have any sort of AI in it. Id like the gameplay to be similar to Offworld Trading Company but have a simple art style. An art style similar to Prison Architect or Rimworld. What is the best way to make this game?

As every game, trial and error. Just start.

Economic simulation right? A lot of variables and array manipulation must take into place. Lot of finite state machine would be involved to make the whole game works. And yes some math calculation can't be dismissed from expression. More importantly, start designing (make draft) how every mechanic will work an interact.
