I have bring a website in the game using HTML Element tag.

So, The issue I am facing is of site not shrinking when the game is opened in the mobile.
Develop games in your browser. Powerful, performant & highly capable.
I don't think it's appropriate to load an entire website in the HTML Element object. It sounds better to use iframe for that, and then your responsive styles will work too.
