I want to download C3 to my PC, is it possible or I need to still use C2?

If I do not have Internet connection then I want to works too, thats why I need C3 install version, and better works in program as online, and if I lose my internet connection, then I can not save. Thats why I will never use online the C3.

You can't currently download C3 to your PC by itself, however you can run it offline via Chrome. In the Chrome menu, go to More tools >> Add to desktop. Chrome will create a shortcut on your desktop that allows the editor to run in the browser whether you are connected to the internet or not.
