How create a popup "Display Resolution Dialog"

Hello,

I'm wondering if it's possible to have a popup like this in Construct 3:

Even if it's a paid plugin is not a problem.

This popup would open each time the game is launched.

The players can choose the screen resolution they prefer (graphics menu) and change keyboard shortcuts (input menu).
