How do I make a collection of games and export to apk that runs offline?

One of our customers wants a game like (https://play.google.com/store/apps/details?id=com.gabblestudios.boredbutton&hl=en_US&gl=US)

My problem is the HTML5 games don't run offline in android webview.

Is there a plugin to run HTML5 games offline in the browser or this problem should be solved with some tricks?

HTML5 games should still run offline in an Android WebView. AFAIK it still supports all the necessary features for offline support to work.
